قرار رئيس المجلس التنفيذي رقم (3) لسنة 1993م
في شأن منح علاوات للمواطنين العاملين في الهيئات التعليمية بإمارة أبو ظبي
نحن خليفة بن زايد آل نهيان ولي العهد رئيس المجلس التنفيذي،
بعد الاطلاع على القانون رقم (1) لسنة 1974 بإعادة تنظيم الجهاز الحكومي في إمارة أبو ظبي وتعديلاته، وعلى النظام رقم (6) لسنة 1979م في شأن تخصيص سكن للموظفين المواطنين العاملين في إمارة أبو ظبي وتعديلاته، وبناءً على ما عرضه عضو المجلس التنفيذي، وموافقة المجلس التنفيذي عليه، أصدرنا القرار الآتي :
المادة الأولى:
تسري أحكام هذا القرار على المواطنين الذكور من الموجهين الأوائل والموجهين ومدراء المدارس ومساعديهم والمدرسين الأوائل والمدرسين والأخصائيين الاجتماعيين والنفسيين والمشرفين وأمناء المختبرات - الذين يمارسون العمل بالمدارس الحكومية في إمارة أبو ظبي، ولا ينطبق هذا القرار على من يحمل المسمى الوظيفي منهم دون الممارسة الفعلية.
المادة الثانية:
يمنح المستفيدون من أحكام هذا القرار علاوة خاصة بالفئات الآتية :
1. الموجهون الأوائل والموجهون ومدراء المدارس (3000 درهم) ثلاثة آلاف درهم شهريا.
2. مساعدو مدراء المدارس (2500 درهم) ألفان وخمسمائة درهم شهريا.
3. باقي الفئات الواردة في المادة الأولى (2000 درهم) ألفا درهم شهريا.
المادة الثالثة:
يضاف (50%) خمسون في المائة من العلاوات الواردة في المادة الثانية للمستفيدين من هذا القرار الذين يعملون في المناطق النائية بالإمارة.
ويتم تحديدها بقرار من رئيس دائرة المالية بالتنسيق مع الجهات المعنية.
المادة الرابعة:
تمنح الفئات الواردة في المادة الأولى سكنا حكوميًا مناسبًا وفقًا للقواعد المنظمة لذلك في حكومة أبوظبي بالإضافة إلى بدل السكن المقرر لهم.
كما يمنح الذين يملكون سكنا حكوميًا خاصا بهم في مناطق عملهم بإمارة أبو ظبي، ويتمتعون ببدل السكن المقرر لهم - علاوة إضافية قدرها (2000 درهم) ألفا درهم شهريًا للمتزوج و(1500 درهم) ألف وخمسمائة درهم شهريا للأعزب.
المادة الخامسة:
يصرف بدل أثاث بواقع (30000 درهم) ثلاثون ألف درهم للمتزوج، ومبلغ (15000 درهم) خمسة عشر ألف درهم للأعزب.
ويمنح الذين سبق لهم صرف هذا البدل من المستمرين في الخدمة (50%) خمسون في المائة من بدل الأثاث المشار إليه في الفقرة السابقة.
المادة السادسة:
تقوم دائرة المالية بتخصيص الاعتمادات المالية السنوية اللازمة لتنفيذ هذا القرار من ميزانية الإمارة اعتبارا من العام الدراسي 1993 - 1994.
المادة السابعة:
يتولى رئيس دائرة المالية بالتنسيق مع الجهات المعنية إصدار القرارات التنظيمية والتنفيذية اللازمة لتنفيذ هذا القرار.
المادة الثامنة:
ينشر هذا القرار في الجريدة الرسمية، ويعمل به اعتبارًا من أول سبتمبر 1993.

تنويه تعديل مسميات
نصت المادة رقم (4) من قانون رقم (1) لسنة 2017 بشأن النظام المالي لحكومة أبو ظبي على: "تستبدل بعبارة (المجلس التنفيذي) أو عبارة (رئيس المجلس التنفيذي) كلمة (الحاكم)، أينما وردت أي منهما في أي تشريع آخر، وذلك فيما يتعلق بأية موافقات أو اعتمادات أو قرارات تتعلق بالدائرة بما في ذلك الشؤون التنفيذية والإدارية والمالية والموارد البشرية والتقاعد والعقود والمشتريات الخاصة بالدائرة."، لذا اقتضى التنويه.

Regarding the granting of allowances to citizen employees in educational bodies in the Emirate of Abu Dhabi
We, Khalifa bin Zayed Al Nahyan, Crown Prince, Chairman of the Executive Council,
Having reviewed Law No. (1) of 1974 on the Reorganization of the Governmental Apparatus in the Emirate of Abu Dhabi and its amendments, and Regulation No. (6) of 1979 regarding the allocation of housing for citizen employees in the Emirate of Abu Dhabi and its amendments, and based on the proposal of a member of the Executive Council, and the approval of the Executive Council, We have issued the following decision:
Article One:
The provisions of this decision shall apply to male citizens who are Senior Supervisors, Supervisors, School Principals and their Assistants, Head Teachers, Teachers, Social and Psychological Specialists, Coordinators, and Laboratory Technicians - who are actively working in public schools in the Emirate of Abu Dhabi. This decision does not apply to those who hold the job title without actual practice.
Article Two:
The beneficiaries of the provisions of this decision shall be granted a special allowance for the following categories:
1. Senior Supervisors, Supervisors, and School Principals (AED 3,000) three thousand dirhams per month.
2. Assistant School Principals (AED 2,500) two thousand five hundred dirhams per month.
3. The remaining categories mentioned in Article One (AED 2,000) two thousand dirhams per month.
Article Three:
(50%) fifty percent of the allowances mentioned in Article Two shall be added for the beneficiaries of this decision who work in remote areas of the Emirate.
This shall be determined by a decision from the Head of the Department of Finance in coordination with the concerned authorities.
Article Four:
The categories mentioned in Article One shall be granted suitable government housing in accordance with the regulations thereof in the Abu Dhabi government, in addition to their prescribed housing allowance.
Additionally, those who own their own private government housing in their work areas in the Emirate of Abu Dhabi and are entitled to the prescribed housing allowance shall be granted an additional allowance of (AED 2,000) two thousand dirhams per month for married individuals and (AED 1,500) one thousand five hundred dirhams per month for unmarried individuals.
Article Five:
A furniture allowance shall be disbursed at a rate of (AED 30,000) thirty thousand dirhams for married individuals, and an amount of (AED 15,000) fifteen thousand dirhams for unmarried individuals.
Those who have previously received this allowance and are still in service shall be granted (50%) fifty percent of the furniture allowance referred to in the preceding paragraph.
Article Six:
The Department of Finance shall allocate the necessary annual financial appropriations to implement this decision from the Emirate's budget, effective from the academic year 1993 - 1994.
Article Seven:
The Head of the Department of Finance, in coordination with the concerned authorities, shall issue the necessary regulatory and executive decisions to implement this decision.
Article Eight:
This decision shall be published in the Official Gazette and shall come into effect as of the first of September 1993.

Note on Title Amendment
Article (4) of Law No. (1) of 2017 concerning the Financial System of the Abu Dhabi Government states: "The phrase (Executive Council) or the phrase (Chairman of the Executive Council) shall be replaced by the word (Ruler), wherever either of them appears in any other legislation, in relation to any approvals, appropriations, or decisions concerning the Department, including executive, administrative, financial, human resources, retirement, contracts, and procurement matters of the Department." Therefore, this notice is required.
