• بعد الاطلاع على القانون رقم (1) لسنة 1974 بإعادة تنظيم الجهاز الحكومي في إمارة أبو ظبي وتعديلاته.
• وعلى القانون رقم (9) لسنة 2018 بشأن إنشاء دائرة التعليم والمعرفة.
• وبناءً على ما عرض على المجلس التنفيذي، وموافقة المجلس عليه.

أصدرنا القرار الآتي:

المادة الأولى

تباشر الدائرة في سبيل تحقيق أهدافها الاختصاصات الإضافية الآتية:

1. إعداد وتنفيذ نظام ترخيص المعلمين ومزاولة مهنة التدريب لكافة الجهات التعليمية في الإمارة بالتنسيق مع وزارة التربية والتعليم، واعتمادها من المجلس التنفيذي.
2. اتخاذ كافة الإجراءات الضرورية لضمان جودة التعليم ومخرجاته ووضع المعايير التعليمية، بما في ذلك تحديد معايير تقييم الأداء للعاملين.
3. إعداد الخطط والبرامج الكفيلة بتشجيع التدريب والتعليم الفني والمهني والإشراف على تنفيذها مع الجهات ذات الصلة.
4. إنشاء الجهات التعليمية في الإمارة.
5. تحديد احتياجات وأولويات الإمارة في مجالات البحث العلمي ووضع الآليات المناسبة لتمويله من القطاع العام والخاص واعتمادها من المجلس التنفيذي.
6. إنشاء قاعدة بيانات خاصة بالتعليم في الإمارة.
7. تعزيز وتسهيل الاستثمار في قطاع التعليم بالتنسيق مع الجهات ذات الصلة.
8. وضع المعايير المتعلقة بالمعادلة والتصديق على الشهادات الصادرة من أي جهة تعليمية في الإمارة وذلك بالتنسيق مع الجهات ذات الصلة.
9. التخطيط والإشراف والتطوير المستقبلي لمباني المدارس والمرافق التعليمية الأخرى، بما في ذلك تطوير قواعد البيانات الضرورية لإدارة الأصول.
10. وضع المعايير الخاصة لصيانة مباني المدارس والمرافق التعليمية في الإمارة.
11. تقديم الخدمات الاستشارية والفنية للجهات التعليمية والتنسيق فيما بينها بما يمكنها من تنفيذ الخطط التعليمية الخاصة بكل منها.
12. وضع اللوائح التأديبية والتدابير الإدارية ووضع ضوابط تطبيقها على كافة الجهات التعليمية والعاملين بها في الإمارة بعد موافقة المجلس التنفيذي.
13. البت في الشكاوى المتعلقة بقطاع التعليم في الإمارة وإصدار القرارات اللازمة لفض أي نزاعات تنشأ في هذا القطاع.
14. أي اختصاصات أو مهام أخرى تكلف بها الدائرة من المجلس التنفيذي.

المادة الثانية

يلغى كل نص أو حكم يخالف أو يتعارض مع أحكام هذا القرار.

المادة الثالثة

ينفذ هذا القرار من تاريخ صدوره، وينشر في الجريدة الرسمية.

We, Mohamed bin Zayed Al Nahyan, Crown Prince, Chairman of the Executive Council.

• Having perused Law No. (1) of 1974 on the reorganization of the governmental apparatus in the Emirate of Abu Dhabi and its amendments,
• And Law No. (9) of 2018 on the establishment of the Department of Education and Knowledge,
• And based on what was presented to the Executive Council and its approval,

We have issued the following Resolution:

Article One

The Department shall, in pursuit of its objectives, exercise the following additional competencies:

1. Preparing and implementing a licensing system for teachers and the practice of the teaching profession for all educational entities in the Emirate in coordination with the Ministry of Education, and having it approved by the Executive Council.
2. Taking all necessary measures to ensure the quality of education and its outcomes and setting educational standards, including determining performance evaluation criteria for employees.
3. Preparing plans and programs to encourage technical and vocational education and training and supervising their implementation with the relevant authorities.
4. Establishing educational entities in the Emirate.
5. Identifying the Emirate's needs and priorities in the fields of scientific research and establishing appropriate mechanisms for its funding from the public and private sectors, and having them approved by the Executive Council.
6. Creating a special database for education in the Emirate.
7. Promoting and facilitating investment in the education sector in coordination with the relevant authorities.
8. Setting standards for the equivalency and attestation of certificates issued by any educational entity in the Emirate, in coordination with the relevant authorities.
9. Planning, supervising, and future development of school buildings and other educational facilities, including developing the necessary databases for asset management.
10. Setting special standards for the maintenance of school buildings and educational facilities in the Emirate.
11. Providing advisory and technical services to educational entities and coordinating among them to enable them to implement their respective educational plans.
12. Developing disciplinary regulations and administrative measures and establishing controls for their application to all educational entities and their employees in the Emirate after the approval of the Executive Council.
13. Adjudicating complaints related to the education sector in the Emirate and issuing the necessary decisions to resolve any disputes arising in this sector.
14. Any other competencies or tasks assigned to the Department by the Executive Council.

Article Two

Any text or provision that contradicts or conflicts with the provisions of this Resolution shall be repealed.

Article Three

This Resolution shall be effective from the date of its issuance and shall be published in the Official Gazette.
