Decision of the Minister of Higher Education and Scientific Research No. 18 of 2024 Regarding Mechanisms for Supporting Students to Enroll in Higher Education.
The Minister of Higher Education and Scientific Research
Having reviewed Federal Law No. (1) of 1972 concerning the competencies of ministries and the powers of ministers, and its amendments,
And Federal Decree-Law No. (48) of 2021 concerning Higher Education, and Federal Decree-Law No. (49) of 2022 concerning Human Resources in the Federal Government,
And Cabinet Decision No. (48) of 2023 concerning the Executive Regulations of Federal Decree-Law No. (49) of 2022 concerning Human Resources in the Federal Government,
And Cabinet Decision No. (106) of 2024 concerning the adoption of the National Qualifications Framework,
And Cabinet Decision No. (101) M / (19) of 2024 - Session (9) concerning the organizational structure of the Ministry of Higher Education and Scientific Research,
And Cabinet Decision No. ( ) of 2024 concerning the organizational structure of the Ministry of Higher Education and Scientific Research,
And Ministerial Decision No. (1) of 2024 concerning the organizational structure of departments and sections and their competencies and tasks at the Ministry of Higher Education and Scientific Research,
And based on the public interest,
Article 1
The mechanisms for supporting students in their journey towards higher education are adopted in accordance with the stages, mechanisms, and responsibilities mentioned in the appendix of this decision.
Article 2
1- The concerned sectors and departments in the Ministry shall coordinate with the Ministry of Education, the Abu Dhabi Department of Education and Knowledge, the Dubai Knowledge and Human Development Authority, the Sharjah Private Education Authority, and other competent authorities to ensure that schools and general education institutions are committed to supporting students in their journey towards higher education, and to confirm the schools' commitment to the following:
a- Support students in registering and completing their personal profiles in the systems of the Ministry of Higher Education and Scientific Research starting from the eleventh grade.
b- Guide students on available programs, application eligibility, and deadlines.
c- Ensure students submit their applications for choosing specializations and universities within the time frames in the twelfth grade.
d- Support the efforts of the Ministry of Higher Education and Scientific Research in the final screening stage and provide alternative options for those who have not secured any higher education opportunities.
e- Coordinate with the National and Reserve Service Authority regarding medical examinations for male students in the twelfth grade according to the schedule determined with the Authority.
2- Higher education institutions in the country are committed to announcing the details of the programs they offer, their admission criteria and conditions in accordance with the guiding mechanism from the Ministry of Higher Education and Scientific Research, and the number of available seats in each program. They are also committed to specifying the dates and procedures for application and admission for each program and completing the application review processes and issuing decisions on time.
Article 3
The Undersecretary of the Ministry may issue the necessary decisions, circulars, and executive controls to implement the provisions of this decision.
Article 4
Any provision that violates or contradicts the provisions of this decision is hereby repealed.
Article 5
This decision shall be published in the Official Gazette and shall come into effect from the date of its issuance.
