Cabinet of Ministers Resolution No. 81 of 2025 Concerning Service Fees and Administrative Fines at the Ministry of Higher Education and Scientific Research
The Cabinet of Ministers:
- Having reviewed the Constitution,
- And Federal Law No. (1) of 1972 Concerning the Competencies of Ministries and the Powers of Ministers, and its amendments,
- And Federal Decree-Law No. (26) of 2019 Concerning Public Finance, and its amendments,
- And Federal Decree-Law No. (48) of 2021 Concerning Higher Education,
- And Cabinet of Ministers Resolution No. (56) of 2021 Concerning the Fees for Services Provided by the Ministry of Education,
- And Cabinet of Ministers Resolution No. (106) of 2024 Concerning the Adoption of the National Qualifications Framework,
- And based on the proposal of the Minister of Finance and the approval of the Cabinet of Ministers,
Has decided:
Article (1)
Definitions
In the application of the provisions of this Resolution, the following words and phrases shall have the meanings assigned to each of them, unless the context otherwise requires:
The State: The United Arab Emirates.
The Ministry: The Ministry of Higher Education and Scientific Research.
The Minister: The Minister of Higher Education and Scientific Research.
National Qualifications Framework: The National Qualifications Framework adopted by Cabinet of Ministers Resolution No. (106) of 2024, or any substitute thereof.
Higher Education Institutions: Public and private higher education institutions in the State that offer academic programs accredited by the Ministry to obtain an academic or professional degree in accordance with the provisions of Federal Decree-Law No. (48) of 2021 Concerning Higher Education.
Technical and Vocational Education and Training Institutions: Public or private educational or training institutions in the State that offer professional and technical programs or qualifications accredited by the Ministry according to the levels and titles stipulated in the National Qualifications Framework in the State.
Training Institutes/Training Centers: Institutions that provide training services and courses in the State in accordance with the activities licensed by the Ministry.
Article (2)
Service Fees
For the services provided by the Ministry and listed in the schedule attached to this Resolution, the fees indicated next to each shall be collected.

Administrative Fines

Grievance
Any interested party may submit a written grievance to the Ministry against any administrative fine referred to in Article (3) of this Resolution imposed on them, within (15) fifteen days from the date of notification of the contested decision. The grievance must be reasoned and accompanied by all supporting documents. A decision on this grievance shall be made within (30) thirty days from the date of its submission, in accordance with the procedures in force at the Ministry.
Article (5)
Amendment of Fees and Administrative Fines
The Cabinet of Ministers is authorized to make any amendments to the fees and administrative fines stipulated in this Resolution, whether by addition, deletion, or modification.
Article (6)
Collection of Fees and Administrative Fines
The fees and administrative fines stipulated in this Resolution shall be collected by the means decided by the Ministry of Finance.
Article (7)
Implementing Resolutions
The Minister shall issue the necessary resolutions to implement the provisions of this Resolution.
Article (8)
Repeals
Any provision that contravenes or conflicts with the provisions of this Resolution is hereby repealed.
Article (9)
Publication and Entry into Force
This Resolution shall be published in the Official Gazette and shall come into force on the day following the date of its publication.
