قرار وزاري رقم (229) لسنة 2020 بشأن التعلم عن بعد
وزير التربية والتعليم،
- بعد الاطلاع على القانون الاتحادي رقم (1) لسنة 1972 ، بشأن اختصاصات الوزارات وصلاحيات الوزراء وتعديلاته،
- وعلى المرسوم بقانون اتحادي رقم (11) لسنة 2008 ، بشأن الموارد البشرية في الحكومة الاتحادية والقوانين المعدلة له،
- وعلى المرسوم بقانون اتحادي رقم (15) لسنة 2016، بشأن إنشاء مؤسسة الإمارات للتعليم المدرسي،
- وعلى قرار مجلس الوزراء رقم (28) لسنة 2016، بشأن الهيكل التنظيمي لوزارة التربية والتعليم،
- وعلى قرار مجلس الوزراء رقم (1) لسنة 2018، بشأن اللائحة التنفيذية للمرسوم بقانون اتحادي رقم (11) لسنة 2008، بشأن الموارد البشرية في الحكومة الاتحادية وتعديلاته،
- وعلى القرار الوزاري رقم (699) لسنة 2016، بشأن الهيكل التنظيمي للإدارات والمكاتب والأقسام واختصاصاتها ومهامها بوزارة التربية والتعليم،
- وعلى ما تقتضيه المصلحة العامة،
قرر
المادة الأولى: تلتزم جميع المؤسسات التعليمية بالتحول بشكل كلي إلى تطبيق نظام التعلم عن بعد خلال فترة التطبيق المنصوص عليها في المادة الثانية.
المادة الثانية: يتم تطبيق هذا القرار من تاريخ صدوره وحتى:
1. نهاية الفصل الأول من العام الدراسي 2020-2021 بالنسبة للمدارس المطبقة للمناهج الآسيوية.
2. نهاية العام الدراسي 2019-2020 بالنسبة للمؤسسات التعليمية الأخرى.
المادة الثالثة: يتم تطبيق هذا القرار على جميع المؤسسات التعليمية الحكومية والخاصة شاملة مؤسسات التعليم العام ومؤسسات التعليم العالي والمؤسسات التدريبية.
المادة الرابعة: يلتزم جميع الطلبة باستمرارية التسجيل خلال فترة تطبيق نظام التعلم عن بعد المنصوص عليها في المادة الثانية وفي حالة عدم الالتزام يعتبر الطالب منسحبًا من العام الدراسي.
المادة الخامسة: ما لم يصدر قرار بغير ذلك، يعامل التعلم عن بعد معاملة التعلم الاعتيادي (المتحقق بالحضور في مقر المؤسسة التعليمية) في جميع القوانين والقرارات واللوائح وذلك فقط خلال فترة التطبيق المنصوص عليها في المادة الثانية.
المادة السادسة: يبلغ هذا القرار لمن يلزم لتنفيذه ويلغى كل نص يخالف أحكامه.

The Minister of Education,
- Having reviewed Federal Law No. (1) of 1972, Concerning the Competencies of Ministries and Powers of Ministers, and its amendments,
- And Federal Decree-Law No. (11) of 2008, Concerning Human Resources in the Federal Government, and its amending laws,
- And Federal Decree-Law No. (15) of 2016, Concerning the Establishment of the Emirates Schools Establishment,
- And Cabinet Resolution No. (28) of 2016, Concerning the Organizational Structure of the Ministry of Education,
- And Cabinet Resolution No. (1) of 2018, Concerning the Executive Regulations of Federal Decree-Law No. (11) of 2008, Regarding Human Resources in the Federal Government and its amendments,
- And Ministerial Resolution No. (699) of 2016, Concerning the Organizational Structure of the Departments, Offices, and Sections and their competencies and tasks at the Ministry of Education,
- And as required by the public interest,
Has decided
Article One: All educational institutions shall fully transition to implementing the distance learning system during the application period stipulated in Article Two.
Article Two: This resolution shall be applied from the date of its issuance until:
1. The end of the first semester of the academic year 2020-2021 for schools applying Asian curricula.
2. The end of the academic year 2019-2020 for other educational institutions.
Article Three: This resolution shall apply to all public and private educational institutions, including general education institutions, higher education institutions, and training institutions.
Article Four: All students shall remain enrolled during the application period of the distance learning system stipulated in Article Two. In case of non-compliance, the student shall be considered withdrawn from the academic year.
Article Five: Unless a decision is issued to the contrary, distance learning shall be treated as regular learning (achieved by attendance at the educational institution's premises) in all laws, resolutions, and regulations, and only during the application period stipulated in Article Two.
Article Six: This resolution shall be communicated to whom it may concern for its implementation, and any provision contrary to its articles shall be repealed.
