Cabinet Resolution No. (46) of 2017 Concerning the Financial Reward System for Reserve Teachers in Public Schools
The Cabinet
Having reviewed the Constitution,
And Federal Law No. (1) of 1972 concerning the Competencies of Ministries and the Powers of Ministers, and its amendments,
And Federal Decree-Law No. (11) of 2008 on Human Resources in the Federal Government, and its amendments,
And Federal Decree-Law No. (15) of 2016 on the Establishment of the Emirates Schools Establishment,
And based on the proposal of the Minister of Education, and the approval of the Cabinet,
Has decided:
Article (1)
The financial reward system for reserve teachers shall apply in public schools for girls and boys in accordance with the provisions set forth in this Resolution.

1- Candidates for the reserve teacher system shall be selected from among those with the required qualifications and specializations in accordance with the conditions set by the Emirates Schools Establishment for this purpose, with priority given to citizens, then children of female citizens, then citizens of the Gulf Cooperation Council countries.
2- If the categories mentioned in Clause (1) are not available, other nationalities may be hired to work under the reserve teacher system.
3- Reserve teachers shall be hired to cover vacancies that arise during the academic year, and in the event of the absence or unavailability of the original (primary) teacher for any reason.
4- The approved human resources procedures of the Federal Authority for Government Human Resources shall be applied to everyone selected to work under the provisions of this Resolution.

1. A reserve teacher is entitled to a financial reward for a working day or a class period, in accordance with the following table:

2. It is required that the number of class periods does not exceed (30) periods per week for academic subjects and (5) working days for Kindergarten.
3. The value of the financial reward specified in this Resolution shall be paid from the approved budget of the Emirates Schools Establishment.

The Chairman of the Board of Directors of the Emirates Schools Establishment shall undertake issuing the necessary decisions to implement the provisions of this Resolution, including issuing the mechanisms related to creating a database of reserve teachers' names, and he shall have the authority to add, delete, or create any of the subjects referred to in Article (3) of this Resolution with the same financial reward value specified for each of the activities and subjects.
Article (5)
This Resolution shall be published in the Official Gazette, and shall come into effect from the day following the date of its publication.

Article (Six/1) of Federal Decree-Law No. (28) of 2024 stipulates: "The Ministry of Education shall replace the Emirates Schools Establishment and the Federal Agency for Early Education in all legislation related to the competencies outlined in Article One of this Decree-Law, and in all rights and obligations, including the rights and obligations contained in contracts, agreements, or memoranda of understanding concluded by the Establishment or the Agency.".
