قرار رئيس المجلس التنفيذي رقم (59) لسنة 2007 بشأن تشكيل لجنة التطوير الشامل لقطاع التعليم في إمارة أبو ظبي
نحن محمد بن زايد آل نهيان - ولي العهد رئيس المجلس التنفيذي,
بعد الاطلاع على القانون رقم (1) لسنة 1974 بإعادة تنظيم الجهاز الحكومي في إمارة أبو ظبي وتعديلاته، وعلى القانون رقم (24) لسنة 2005 بإنشاء مجلس أبوظبي للتعليم، وبناءً على ما عرض على المجلس التنفيذي، وموافقة المجلس عليه، أصدرنا القرار الآتي:
المادة الأولى:
تشكل لجنة التطوير الشامل لقطاع التعليم في إمارة أبو ظبي، برئاسة د. مغير خميس الخييلي، وعضوية كل من السادة:

4 - محمد سالم الظاهري. |
| 2 - محمد مبارك المزروعي. |
5 - خلفان بالرصاص المنصوري. |
| 3 - مبارك سعيد الشامسي. |
6 - سالم عبد العزيز الكثيري. |
المادة الثانية:
تختص اللجنة بالآتي:
تولي زمام قيادة تطوير قطاع التعليم في الإمارة، وتخطيط وإدارة نقل مسؤوليات التعليم من الجهات الاتحادية إلى الجهات المحلية المزمع إنشائها، من خلال الالتزام بالسياسة والاتجاه الاستراتيجي في القطاع التعليمي والنموذج التشغيلي وحوكمة هذا القطاع.
- - مراجعة واعتماد الخطط الإستراتيجية الخاصة بقطاع التعليم.
- - اعتماد سياسة شاملة لقطاع التعليم في الإمارة ومتابعتها.
- - اعتماد النموذج التشغيلي لقطاع التعليم في الإمارة وتوزيع الصلاحيات من خلاله.
- - للجنة الاستعانة بمن تراه مناسبًا من الخبراء والاستشاريين لمساعدتها على تحقيق أهدافها، ولها طلب المبالغ اللازمة لتلك الغاية.
- - تقدير الاتجاه الأمثل في إدارة المدارس الحكومية، واعتماد هذه النماذج كمدارس الشراكة والمدارس النموذجية.
- - قيادة عملية تنفيذ حوكمة قطاع التعليم من خلال إعداد مذكرة تفاهم شاملة بين الأطراف المحلية والاتحادية ذات العلاقة بالتعليم.
- - اتخاذ كافة الخطوات اللازمة نحو إصدار قانون بتأسيس دائرة للتعليم و اقتراح هيكلها التنظيمي.
المادة الثالثة:
على اللجنة الانتهاء من عملها خلال موعد أقصاه آخر يناير 2008.
المادة الرابعة:
يصبح دور اللجنة استشاريًا بعد إنشاء دائرة التعليم، ولرئيس تلك الدائرة الاستعانة باللجنة للمدة التي يراها مناسبة.
المادة الخامسة:
يُنفذ هذا القرار من تاريخ صدوره، ويُنشر في الجريدة الرسمية.

Executive Council Chairman's Resolution No. (59) of 2007 Concerning the Formation of the Committee for the Comprehensive Development of the Education Sector in the Emirate of Abu Dhabi
Executive Council Chairman's Resolution No. (59) of 2007 Concerning the Formation of the Committee for the Comprehensive Development of the Education Sector in the Emirate of Abu Dhabi
We, Mohamed bin Zayed Al Nahyan - Crown Prince, Chairman of the Executive Council,
Having reviewed Law No. (1) of 1974 on the Reorganization of the Governmental Apparatus in the Emirate of Abu Dhabi and its amendments, and Law No. (24) of 2005 Establishing the Abu Dhabi Education Council, and based on the submission to the Executive Council and its approval, we have issued the following resolution:
Article One:
The Committee for the Comprehensive Development of the Education Sector in the Emirate of Abu Dhabi is formed, chaired by Dr. Mugheer Khamis Al Khaili, with the membership of the following gentlemen:

4 - Mohammed Salem Al Dhaheri. |
| 2 - Mohammed Mubarak Al Mazrouei. |
5 - Khalfan Belrasas Al Mansouri. |
| 3 - Mubarak Saeed Al Shamsi. |
6 - Salem Abdul Aziz Al Kathiri. |
Article Two:
The Committee shall have the following competencies:
To lead the development of the education sector in the Emirate, and to plan and manage the transfer of education responsibilities from federal authorities to the local authorities to be established, through adherence to the policy, strategic direction, operational model, and governance of this sector.
- - To review and approve the strategic plans for the education sector.
- - To adopt and follow up on a comprehensive policy for the education sector in the Emirate.
- - To adopt the operational model for the education sector in the Emirate and distribute authorities through it.
- - The Committee may seek the assistance of any experts and consultants it deems appropriate to help it achieve its objectives, and it may request the necessary funds for that purpose.
- - To determine the optimal direction for the management of public schools and to adopt models such as partnership schools and model schools.
- - To lead the implementation of governance for the education sector by preparing a comprehensive memorandum of understanding between the relevant local and federal parties.
- - To take all necessary steps towards issuing a law to establish a Department of Education and to propose its organizational structure.
Article Three:
The Committee shall complete its work no later than the end of January 2008.
Article Four:
The Committee's role shall become advisory after the establishment of the Department of Education, and the head of that department may seek the Committee's assistance for the period he deems appropriate.
Article Five:
This resolution shall be implemented from the date of its issuance and shall be published in the Official Gazette.
