With the approval of His Highness the Ruler of the country,
And in implementation of the provisions of Article (19) of the Government Apparatus Reorganization Law No. (1) of 1971, and after reviewing the Emiri Decree No. (47) of 1971 concerning the determination of the competencies and responsibilities of the Ministry of Education, and based on what was presented by the Minister of Education and approved by the Council of Ministers, we have issued the following system:
Article (1)
The Minister of Education, or his delegate, may issue decisions regarding the formation of committees for developing curricula for different educational stages, authoring textbooks, preparing school notes, translating foreign books into Arabic and adapting them, and reviewing and examining them.
Article (2)
A member of the committee assigned to develop the curriculum for an educational stage shall be granted a reward for developing the curriculum in the amount of fifty Bahraini Dinars, to which one Bahraini Dinar is added for each weekly class period of the curriculum, provided that the reward for one member does not exceed one hundred Bahraini Dinars.
Article (3)
The reward for authoring any textbook, whether by assignment or public competition, is estimated at a basic amount of three hundred Bahraini Dinars, to which is added:
50 (fifty) Bahraini Dinars for each weekly curriculum period for primary stage books.
70 (seventy) Bahraini Dinars for each weekly curriculum period for preparatory stage books.
80 (eighty) Bahraini Dinars for each weekly curriculum period for secondary stage books.
Provided that the total reward for any book at any educational stage does not exceed 800 (eight hundred) Bahraini Dinars.
In the case of multiple authors for a single textbook, the reward shall be divided equally among them.
Article (4)
The reward for authoring any textbook includes the fee for reviewing the book's print drafts and supervising its printing in the first edition.
If the author is unable to review and supervise the printing of the book, the fee for those assigned this work by the Ministry of Education shall be deducted from his reward, and this fee is set at one and a half Bahraini Dinars per signature (16 pages).
Article (5)
The Minister of Education, or his delegate, may assign one or more persons to review any textbook for approval before its first edition is printed.
The reward for reviewing any textbook is estimated at one-third of the authoring reward.
In the case of multiple reviewers for a single textbook, the reward shall be divided equally among them.
Article (6)
In the event a textbook is amended as a result of its review before the first edition, the following shall be observed:
1. If the amendment is due to errors or defects in the book's authoring, the author is required to amend the book without being granted any reward in addition to the reward designated for authoring the book.
2. If a person other than the author is assigned to amend the book for errors or defects, the person assigned the amendment shall be granted a reward estimated by the ratio of the number of amended pages to the number of pages of the original book, provided that the amendment reward is deducted from the reward designated for authoring the book.
Article (7)
If any book is amended due to a change in the curriculum or after the first edition, the person carrying out the amendment shall be granted a financial reward estimated by the ratio of the number of amended pages to the number of pages of the original book, calculated based on the book's reward.
Article (8)
The reward for preparing school notes is estimated at half the reward for authoring a textbook with a similar number of class periods, provided that the notes cover a full half-semester curriculum.
In the event the Ministry prints these notes as a textbook, the person who prepared them is not entitled to claim any reward if more than one academic year has passed since the issuance of the said notes.
Article (9)
The financial rules stipulated in this system regarding the amendment of textbooks shall apply to the amendment of school notes.
Article (10)
If the author is late in delivering the originals of the book or notes on the specified delivery date, the following shall apply:
1. 10% of the designated reward shall be deducted if the delay does not exceed two weeks.
2. 20% of the designated reward shall be deducted if the delay does not exceed one month.
3. If the delay exceeds that, the Ministry of Education has the right to cancel the assignment or competition without any compensation.
Article (11)
Each member of the committees examining textbooks submitted in public competitions (excluding employees of the technical curriculum departments at the Ministry of Education) shall be granted a financial reward of ten Bahraini Dinars for each book examined by the committee.
Article (12)
The reward for the calligraphy of the book is estimated at a maximum of ten Bahraini Dinars per signature (16 pages).
In the case of typing the book on a typewriter, a reward of three Bahraini Dinars per signature shall be granted.
Article (13)
For colored drawings and figures, a financial reward is paid in proportion to the size of the drawing or figure on the page, estimated at one Dinar per page. As for the reward for uncolored drawings and figures, it is estimated at six hundred Fils per page.
This reward shall be deducted from the authoring or amendment reward if the author does not create them.
Article (14)
In the case of translating any book from a foreign language into Arabic, the translator shall be granted a financial reward not exceeding 50% of the maximum reward designated for authoring such a book according to the percentages shown in Article Three.
Article (15)
The task of preparing the textbook guide or partial notes that address an educational topic is part of the nature of the work of supervisors and teachers, and they shall not receive any reward for carrying out this work.
Article (16)
The rewards due according to the provisions of this system shall be disbursed as follows:
1. For authors, amenders, reviewers, winners of public competitions, and illustrators: after the final proof for printing is approved.
2. For members of the examination committees: after the winning book is approved.
3. For members of the curriculum development committees: after the curricula developed by the assigned committee are approved.
After these rewards are disbursed to their beneficiaries or their heirs, the printing and publishing rights shall be transferred to the Ministry of Education without any compensation.
Article (17)
This system shall be published in the Official Gazette and shall come into effect from the date of its publication.
